Why do I have an Arm growing out of my Forhead?

Is it normal? I wouldnt mind it so much but it keeps trying to part my hair on the wrong side and it flips cops off whenever it see's em which is going to get me into trouble and it waves at a lot of people even people it does know. Should i just put a mitten on it?
