Play soccer at the highest level?

Here's my situation, my main goal is to play soccer at the highest level as of MLS. I live in Georgia, USA and not a great deal of people follow soccer over here like in the north. What do I need to do besides the hard work (obviously) to get a scholarship to play soccer? I don't really understand the club soccer deal, like do you play it when you're not playing school ball? What do scouts look at? If your games are not filmed how do they know you're really good? I'm horrible at football and doubt getting any scholarships in that. Thanks!
